Highland Planning is leading the development of a Discovery Report, Planning Guide, and Local Hazard Mitigation Plan (LHMP) Template to strengthen and streamline local hazard mitigation planning on the MitigateNY platform across New York State. As part of this effort, Highland Planning conducted a structured discovery process with the NYS Division of Homeland Security and Emergency Services (DHSES) and the Albany Visualization and Informatics Laboratory (AVAIL) to assess the MitigateNY digital platform and identify opportunities for alignment with local planning efforts. Highland Planning conducted use case interviews with hazard mitigation consultants and local planners to identify existing processes, challenges, and highlight opportunities to integrate planning processes with platform features. These efforts will lead to the development of a Planning Guide to provide local planners with clear direction, tools, and best practices for using MitigateNY to develop robust and compliant LHMPs. In addition to technical content development, Highland Planning is providing project management leadership to ensure comprehensive coordination and integration of project activities among all stakeholders, including DHSES and AVAIL.
Through robust collaboration with DHSES and AVAIL on the development of the LHMP Template and Planning Guide, Highland Planning is ensuring that LHMPs developed on the MitigateNY platform will not only meet federal and state requirements but also empower local planners to produce high-quality plans tailored to their communities. The Template and Planning Guide will streamline the hazard mitigation planning process statewide, enabling planners to conserve time and resources and shift their focus from data collection to assessing local hazards and developing actions that reduce risk in their communities.
