Drinking Water Source Protection Program (DWSP2)

Project Overview

Highland Planning has been and is currently supported the NYS Department of Health and the NYS Department of Environmental Conservation with the development of ten Drinking Water Source Protection Program (DWSP2). Plans across New York State, including Hermon, Nassau, Oakridge, Greenwich, Warwick, Port Jervis, Goshen, Somers, Ellenville, and CornwallOn-Hudson. Highland Planning’s team of land use planners and landscape architects are leading the community engagement process and facilitating monthly meetings with water system operators, municipal staff, land
conservancies, and state agencies. Our team has led interactive visioning sessions to inform the development of community-based vision and goals for each community’s source water area; we are leading the identification of priority issues and recommended source water protection and management methods for each community, including detailed project profiles for each recommendation; and, our team is leading the establishment of a Plan Implementation Team to oversee the long-term implementation and success of the DWSP2 Plan and protection of the public water supply in each community.

Project Impact

Across the state, New York’s public water supplies are facing increasing demand from new development, potential contamination from a variety of different sources, and increasing drought and extreme heat events, which can impact source water availability and quality. By proactively identifying these issues and developing recommended strategies to prevent
contaminants from reaching source waters, municipalities are using their DWSP2 Plans to protect their public water supplies, safeguard public health, and ensure the long-term sustainability of their communities.
